Horizon 20:20 used regular engaging arts and cultural activity to achieve positive social outcomes for vulnerable young people who had been excluded from mainstream school, or could not cope in a mainstream learning environment, for a variety of reasons.
The programme ran for six years, using creativity and cultural experiences to support young people in non-mainstream education and increased access to arts and culture. Alongside independent research, the programme promoted evidence where regular engagement can have the most positive impact and benefits for young people, teachers, education settings and the wider cultural sector. Since 2016 we have worked with over 30 cultural venues and 100 artists and organisations to deliver this programme engaging with over 1200 young people.

The ambitious programme included:
- Regular high-quality arts interventions across artforms
- Cultural experiences and trips including visiting exhibitions and providing access to Hampshire Cultural Trust's collections
- Continued professional development for teachers and staff
- Continued professional development and support for artists and arts organisations to develop tailored programmes
- Opportunities to showcase young people's creativity
The aim of Horizon was to provide evidence, through independent research, of the positive impact and benefits the programme had on young people, staff, education settings and the wider arts and cultural sector. The programme was generously supported by Paul Hamlyn Foundation More and Better Programme.
In 2020 and 2021 Horizon was disrupted due to COVID restrictions however with support of all partners the programme was adapted to meet the needs of young people through:
- Remote delivery of artist led sessions supported by resources
- Whole school teacher health and wellbeing CPD
- 1-2-1 face-to-face twilight delivery
- Cross curricular learning approaches
- Developing creative spaces for learning
The continued delivery of the programme in its fifth year was thanks to continued support from Paul Hamlyn Foundation and further support from Garfield Weston Foundation.

This has been great. I feel like I am ready to learn again

When he encountered the visiting artists he was wary at first but as the weeks turned into months and then into seasons I now have a very emotionally progressed pupil with much greater manual dexterity. He is smiling. He laughs. He joins in team tasks. He takes risks. He has progressed in his other subjects too and he has an enthusiasm and excitement about coming to the centre. He adores the visiting artists and has become quite a charmer so self-esteem definitely improving. I don’t know what I would do without Hampshire Cultural Trust and all the great practitioners who teach our pupils new art and social skills.

The knowledge and thought provoking conversations between the curator and the young people in the Agnes Martin exhibition just showed how much they engaged with the sessions. Then seeing the pride and satisfaction of the young people when they saw their own work professionally exhibited was incredible.
